Le sottoscritte organizzazioni per i diritti civili e per I diritti umani esprimono la loro profonda preoccupazione per il continuo aggravarsi della sofferenza umana nello Yemen che sta entrando all’ottavo anno della guerra e l’embargo in condizioni umane tragiche a tutti i livelli, alla luce della scarsità di aiuti che non soddisfano i requisiti minimi e alla luce della catastrofica durante incremento dei numeri di fame che minaccia più di 20 milioni del popolo yemenita per carestia e la morte affamato, con interruzione di stipendi e continuando restrizioni imposte a porti e aeroporti.

Il numero delle vittime di bombardamento e dell’embargo secondo le statistiche pubblicate dalle organizzazioni per i diritti umani yemenite - di bambini e donne durante 8 anni ha superato 13 mila e 437 tra morti e feriti, di cui il numero dei morti di donne e bambini è 6 mila e 312 morto ( 2 mila e 436 donna e 3 mila e 876 bambino) , mentre il numero dei feriti di donne e bambini è 7 mila e 125 feriti ( 2 mila e 862 donna e 4 mila e 263 bambino).

Per quanto riguarda i numeri dei spostati e sfollati sono alzati a 5 milioni, 159 mila e 560 persone fino a fine agosto 2022, entro 740 mila e 122 famiglia.

Secondo un rapporto delle Nazioni Unite , ci sono 60 mila donne hanno perso i loro mariti e il numero delle famiglie sostenerle da donne sono 417 mila famiglia.

Inoltre quasi 6,1 milioni studenti soffrono di crollo del sistema educativo scolastico e circa 3 mila e 500 scuola vengono destrutte o danneggiate. Ci sono anche 2 milioni e 400 mila di bambini non vanno a scuola, e questo numero può essere aumentato a 6 milioni dei bambini chi affrontano interruzione di formazione scolastica.

Per quanto riguarda il numero di persone con disabilità è aumentato da 3 milioni prima della guerra a 4.5 milioni persona attualmente, di cui 5 mila e 559 bambino, mentre aumentato il numero dei mallissimi persone dalla guerra per 4 mila vittima dei civili tra loro 131 bambino di cui sono 25 morto e 26 donna.

Aggiunto a quelli numeri ci sono 2.3 milioni di bambini sotto 5 di età soffrono di malnutrizione e 632 mila bambini soffrono di malnutrizione acuta grave che minaccia la loro vita. Inoltre per più di 1.5 donna in gravidanza ed in allattamento soffrono da malnutrizione, di cui 650 mila e 495 donne sono moderatamente malnutrite.

Resta inteso che una donna e 6 neonati muoiono ogni 2 ore a causa di complicazioni durante il periodo di gravidanza o il parto, come il numero dei donne chi possono perdere le loro vite durante gravidanza o il parto è stimato per circa 17 mila donna.

Pertanto, come avvertono le organizzazioni firmatarie di questa dichiarazione, la coscienza umana viva non deve ignorare la sofferenza del popolo yemenita  a causa della guerra, dell’embargo, della fame, della malattia e della morte, anche è necessario rispondere le chiamate ripetute dell’umanità provenienti e rilasciate dai settori sanitari, più recentemente del settore sanitario per evitare il disastro vero della vita di 5 mila pazienti affetti da insufficenza renale per mancanza del fluidi di dialisi renale. C'è una paralisi totale del sistema sanitario, con il continuo divieto di accesso dei strumenti medicali, e pezzi di ricambio necessari, e rifornimenti primo soccorso e farmaci salvavita per la vita di migliaia pazienti, come malattie di cancro, pazienti con trapianto reni, talassemia, diabete, il cuore e altri. Ciò si aggiunge al blocco e l’embargo e alla restrizioni in corso sui derivati del petrolio necessari a tutti i settori dei servizi.

È un dovere umano per il mondo di non stare fermo davanti alla continuazione della guerra, l’embargo e i loro effetti di vasta portata sul popolo yemenita, compreso l’effetto psicologico umano, specialmente sui bambini, in un momento immediato e urgente, sono necessarie misure per prevenire ulteriori disastri umanitari che ci fa rivolgere un appello alle Nazioni Unite, al consiglio di Sicurezza e al Consiglio dei Diretti Umani, il Comitato Internazionale della Croce Rossa, l'Organizzazione Mondiale della Sanità, l'UNICEF, l'UNESCO e altre organizzazioni internazionali interessate, affinché operino secondo le proprie responsabilità legali e umanitarie per fermare questo forte deterioramento delle condizioni economiche, la diffusione di malattie e malnutrizione, soprattutto tra le categorie di bambini e donne nella maggior parte dei governatorati yemeniti.  Senza dimenticare le ripercussioni del blocco degli stipendi di oltre un milione di dipendenti yemeniti che sostengono milioni di famiglie oggi sul bordo della fame e delle malattie.

L'interruzione degli stipendi , così come la continuazione dell'assedio all'aeroporto di Sana'a e al porto di Hodeidah, hanno aumentato le sofferenze di civili e pazienti, nei settori sanitario, alimentare, industriale, commerciale, educativo e di tutti i servizi, come risultato della difficoltà di importazione e della complessità delle procedure che hanno ulteriormente approfondito la crisi e la sofferenza del popolo yemenita.

 

 Di fronte a queste dichiarazioni e al perdurare della dolorosa realtà umana... affermiamo quanto segue:

 

  • Condannando la guerra contro lo Yemen, guidata dai "paesi della coalizione", e chiedendo un equo risarcimento per la distruzione e le perdite che hanno colpito lo Yemen negli ultimi otto anni.
  • Azione urgente, efficace e positiva da parte di tutte le persone libere del mondo per fermare l'aggressione e proteggere i civili, nonché per formare una commissione internazionale indipendente di esperti per indagare su tutti i crimini commessi contro il popolo yemenita e ritenere responsabili tutti coloro che sono stati trovati coinvolti.  Chiediamo inoltre la formazione di un team internazionale di esperti per aprire un'indagine sui crimini di guerra, l'aggressione contro lo Yemen e altre violazioni del diritto internazionale umanitario negli ultimi otto anni.
  • Chiedendo ai paesi della coalizione di pagare rapidamente gli stipendi dei dipendenti in tutti i governatorati "senza discriminazioni" e di revocare il blocco e l’embargo aereo-marittimo, in particolare sull'aeroporto internazionale di Sana'a e sul porto di Hodeidah, come segno e indicatore di pace e l'inizio della fine della guerra contro lo Yemen e la risposta ai bisogni fondamentali della sua gente.
  • Invitando le forze democratiche, i sindacati e le organizzazioni della società civile sia negli Stati Uniti che nell'Unione Europea a fare pressione sui loro paesi affinché interrompano immediatamente le esportazioni di armi verso i paesi che partecipano alla guerra allo Yemen per consentire una reale opportunità di pace. 
  • Rifiutando di politicizzare i veri valori e i concetti speciali dei diritti umani dei popoli o di sfruttarli per interessi economiche, e sottolineiamo anche la necessità di rispettare la sovranità, la sicurezza, la stabilità e l'integrità territoriale dello Yemen.
  • Un appello per il rilascio di tutti i prigionieri, la divulgazione dei dispersi, la fine dell’embargo, il ritiro di tutte le forze straniere dallo Yemen e creare maggiori sforzi per il processo di pace e il dialogo tra Yemen, Arabia Saudita ed Emirati Arabi Uniti .
  • Un'azione seria ed efficace delle Nazioni Unite e del suo inviato in Yemen, in modo da contribuire positivamente a servire i civili ad alleviare le loro sofferenze umane ed economiche, inoltre a non cedere alle pressioni che impediscono soluzioni efficaci e durature alle sofferenze e accrescono la dimensione del danno inflitto a decine di milioni di yemeniti.

 

  • Tutte le parti yemenite si siedono a un tavolo di dialogo yemenita-yemenita, sotto la guida delle Nazioni Unite, al fine di concordare soluzioni pacifiche che proteggano la società yemenita dai conflitti che ne lacerano il tessuto sociale, e in modo da garantire dignità a tutti gli yemeniti, sulla base di principi riconosciuti a livello internazionale dei diritti umani e dei popoli, compresi i principi di giustizia transitoria e non impunità.
  • Consentire al popolo yemenita di avere il diritto all'autodeterminazione senza alcuna interferenza esterna e di tenere elezioni parlamentari e presidenziali libere ed eque, con l'assistenza e il monitoraggio delle Nazioni Unite.
